Most Salesforce orgs do not decide to build a manual document process. It happens by accident. A team needs a contract or a quote out the door, someone builds a template in Word and a rep starts filling in the fields by hand. The org keeps growing. New objects appear, new record types, new business units. That little manual step never gets revisited because it works and nobody owns it.
